Fact Sheet 3: Eligibility and assessment guidelines - Maori

Housing New Zealand has initiated a pilot Māori Demonstration Partnerships project (MDP). The primary goal of MDP project is to partner with a small number of iwi, Māori and key stakeholders to enable the development of affordable Māori housing and sustainable communities.

An assessment process for the selection of MDP projects is outlined below.

Stage One    
The proposal is an innovative approach to Māori housing 20%

Is there anything new or innovative about the project that hasn't been tried before, such as innovative financial model and or housing model?

Location of the proposal 20% During the pilot year, Housing New Zealand is keen to test partnerships in a mix of rural and urban settings.
Organisational and project resources 30%

Applicant can demonstrate it has governance and management structure, systems and practices in place.

  • Current business plan it is working to, appropriate financial, risk and management systems in place to support this project and ongoing its ongoing operations. The Crown would expect audited accounts, quality management systems, key experienced personnel at a governance and management levels.
  • Clear strategic mandate and plan to be in housing.
  • Has access to materials, services or financing to support the project.
  • Evidence it has the technical skill and experience to deliver the project and or has previous experience delivering projects relevant to the one proposed.
  • Demonstrate it is ready to begin work within 12 months following approval. This will be evidenced by confirmed project plan with resource consent issues resolved.
Proven track record of the organisation as an existing provider of housing-related services or an ability to provide housing-related 30%
  • Proven track record and long term commitment to providing housing services.
  • Successful in other housing projects.
  • If housing is a new activity, the organisation has existing infrastructure and resources to develop its housing capability and services.
Stage Two
Alignment with Crown's priorities for housing 40%

The Crown Priorities for 2009/10 are:

- Rental housing projects where pressure on Housing New Zealand's waiting list is high, Auckland, Wellington, Christchurch, Hamilton, Napier and Tauranga.

- Home ownership projects where supply is tight and affordability levels are low — Auckland, Wellington, Christchurch, Hamilton, Tauranga and Queenstown.

- New supply for affordable housing is essential and priority will be given to new builds over the purchase of existing property.

Equity contribution 60%

This is a measure of the resources beyond Housing New Zealand funding that can be utilised in the project. It includes equity in land, and third party finance that can be accessed for the project as well as the direct cash and in kind contributions from the partner organisation.

Wherever possible, applicants will be required to provide a minimum of 50 percent equity of the project. Equity contribution will be assessed on the value of the completed property. The higher the level of contribution will result in a higher score.

Projects that provide less than 50 percent equity will only be considered where the organisation is a long term housing partner with Housing New Zealand.
